This sounds like another bogus explanation for animal deaths. It was my understanding that distemper is rather like pneumonia in animals. They wouldn’t get pneumonia from garbage. I’d also be surprised if people are intentionally feeding raccoons. Like the article says – they carry rabies. They will also kill small pets. I had a couple cats killed by raccoons when I lived in Washington.
